Impasse in the high Andes
Following an unresolved dispute over congressional seat allocations, the National Electoral Court on Oct. 28 indefinitely postponed general elections that were set for Dec. 4, raising the likelihood of a political power vacuum in the country as the caretaker president, Eduardo Rodriguez, has said he will step down in January, even if the elections are delayed. The December vote would have allowed Bolivians to elect his replacement, as well as members of the bicameral Congress.
The disagreement began when the Constitutional Court ruled in September that Congress must reapportion its seats before the upcoming election to reflect the 2001 census. Provinces set to gain seats are demanding the reapportionment be done as the court has ruled, while those set to lose seats want to wait until the 2011 elections.
