Cabinet plays musical chairs

President Alejandro Toledo decided Aug. 12 to appoint controversial political ally Fernando Olivera as foreign minister in place of Manuel Rodriguez, a career diplomat who had resigned for "personal reasons." Prime Minister Carlos Ferrero quit in apparent protest over the move Aug. 11, only for Olivera to step down Aug. 13.

Ferrero's resignation had prompted Toledo to ask all of his ministers to tender their resignations, as required by the constitution, after which he was to evaluate which resignations he would accept. Any Cabinet changes would become official only after being published in the official gazette, El Peruano, so Ferrero technically remained the Cabinet chief.

Toledo, who took office in July 2001 and has only 11 months left on his five-year term, has been plagued by scandals surrounding his top advisers, Cabinet and family members. Olivera, leader of the government-aligned Independent Moralizing Front and a politician with a reputation for confrontation, has more than once figured prominently in that history.
