Prison congestion breeds leniency

Prison authorities July 29 released the first batch of prisoners following a July 27 Cabinet decision aimed at decongesting Rwandan prisons. This approved the provisional release -- so called to enable their re-arrest should other evidence come to light -- of 36,184 prisoners from 16 jails that were built to house 30,000 but have 83,000 inmates.

Of the 902 prisoners released from the main prison in the capital, Kigali, 814 confessed to having participated in the 1994 genocide of more than 500,000 mainly minority Tutsis and political moderates from the Hutu majority. All except sick prisoners were to attend a one-month rehabilitation course before joining their families, said Chief Prosecutor Jean de Dieu Mucyo, who said that in total 23,626 genocide suspects will be released.

This was the third provisional release of prisoners since President Paul Kagame ordered them in 2003.
