Exercise 'Topoff 3' under way

Simulated terrorist attacks staged April 4 at two locations -- a "chemical bomb" in the small seaport of New London, Connecticut, and a "biological attack" on New Jersey -- marked the start of a massive five-day anti-terrorism exercise designed to test the responsiveness of 10,000 local and federal officials to simultaneous attacks with weapons of mass destruction.
The third of its kind, recently appointed Homeland Security chief Michael Chertoff said that the "top official" exercise scenario was a compilation of past threats designed to test responders to the limit.
Parallel exercises in Canada and Britain will assess the ability of the three countries to coordinate information and reactions. Another 13 countries are following the action as observers.
