U.S. President George W. Bush agreed March 25 to sell F-16 fighter jets to Pakistan in a major policy shift rewarding a key ally in the war on terrorism and angering neighboring India.
Administration officials said the change -- the sale has been blocked for 15 years to punish Pakistan for its nuclear weapons program -- reflected Islamabad's role in helping the United States in the region after the Sept. 11 attacks.
Indian Prime Minister Manmohan Singh expressed "great disappointment" and warned Bush that the move "could have negative consequences for India's security environment," said Sanjaya Baru, spokesman for the prime minister's office.
