The government is to propose that country-based targets for cutting greenhouse gas emissions from 2013 be set with 2000 or later as the base year, rather than 1990, in a bid to lower the hurdles for major emitters such as China and India, it emerged Jan. 20.

Arrangements are under way for Prime Minister Yasuo Fukuda to make the proposal in his speech Jan. 26 at the annual meeting of the World Economic Forum in Davos, Switzerland.
