Yubari launches revival planning
The bankrupt city of Yubari in central Hokkaido, once a booming coal mine area, launched an 18-year financial reconstruction scheme March 6 aiming to eliminate about ¥35.3 billion of its cumulative debts by the end of fiscal 2024, under central government supervision.
Under the program, Yubari, once famous for the Yubari melon and an annual international film festival, plans to reduce the municipal workforce to 103 in fiscal 2010 from the 269 as of April 2006. It will also slash the wages of employees, raise municipal taxes and charges for public facilities, close a library and a museum, and consolidate primary and junior high schools.
