Facility admits locking up patients An unregistered nursing care facility in Urayasu, Chiba Prefecture, is suspected of locking up its elderly residents in a cage and subjecting them to other forms of abuse, prompting the prefectural and city governments to conduct on-site investigations, it was announced Feb. 20. The prefectural government will consider filing a criminal complaint against Blue Cross Yukaikan for allegedly violating a law banning abuse of the elderly if the practice is confirmed, prefectural officials said.
