Newspapers caught in forum scam The Osaka headquarters of the Sankei Shimbun and Chiba Nippo, a newspaper in Chiba Prefecture, paid participants to take part in public forums intended to popularize the lay judge system when they co-sponsored them with the Supreme Court, the top court said Jan. 29. The public forums in question were held in Osaka on Oct. 22, 2005, and Jan. 20 this year, in Wakayama Prefecture on Nov. 20, 2005, and in Chiba on Jan. 21 last year, according to the Supreme Court.
