"We aim to establish an education system that is appropriate for 21st century Japan in order to realize a beautiful nation," Chief Cabinet Secretary Yasuhisa Shiozaki said.
"The objective is to promote reforms that go back to the fundamentals in order to rebuild education," he said.
Abe, who took office last month, has pledged to revamp the education system.
In addition to Abe and Shiozaki, the panel's 17 members include Toyota Motor Corp. Chairman Fujio Cho, academics and the education minister.
