Transport helicopters rose from the base and vehicles with Japanese flags rolled out the gate as news reports said the Ground Self-Defense Force began pulling out of Iraq.
The first contingent of about 30 soldiers arrived in Kuwait on the afternoon of July 7 and the rest of the 600 troops were expected to be out of Iraq within the next two weeks.
Prime Minister Junichiro Koizumi announced in June that Japan would withdraw its forces.
Defense Agency officials refused to confirm the reports, citing security.
Several photographers and TV cameramen who approached the base were briefly detained by Kuwaiti authorities.
