Police also served a fresh warrant on Kimura Construction Co. President Moriyoshi Kimura, 74, on suspicion of fraud, saying he received partial payment for building a hotel in Nara, although he knew it could not withstand a strong earthquake.
The move signals that police will pursue fraud charges against Ojima, 52, and Kimura in direct connection with the quake-resistance data fabrication involving architect Hidetsugu Aneha, 48.
Prosecutors also indicted Aneha, Kimura, Akira Shinozuka, former head of Kimura Construction's Tokyo office, and two others for violations of construction business laws.
Aneha allegedly allowed an architectural designer to use his professional license, a violation of the architect's law.
Kimura, Aneha and six others were arrested in April on suspicion of violating construction-related laws, but not on charges directly linked to the structural-strength scam.
