On the subject of budgets . . .
The ¥759.7 billion the government approved for official development assistance Dec. 24 represents a 3.4 percent cut in fiscal 2006 -- the seventh straight yearly decrease -- but it has secured new funding to combat terrorism and increase its low-interest yen loans for Iraq's reconstruction.
The cut follows continuous reductions in ODA expenditures since fiscal 1999 due to Japan's tight finances. The proposed cut came even though the Foreign Ministry has been calling for an end to the cuts as it considers ODA to be Japan's most important diplomatic tool.
