Human rights envoy appointed

The Foreign Ministry named Fumiko Saiga, 62, Japan's ambassador to Norway and Iceland, as a special human rights envoy Dec. 6 to attend multinational meetings and step up efforts to press North Korea to fully account for its abductions of Japanese citizens.
Pyongyang has admitted kidnapping 13 Japanese citizens and allowed five to return to Japan in 2002, claiming the others had died. Tokyo has demanded proof of the deaths and a probe into the cases of other missing Japanese.
