The government has decided to change the way it conducts the five-yearly national census for the first time since it was launched in 1920 as an increasing number of people refused to respond to the latest survey, partly due to rising awareness about data protection.
The Ministry of Internal Affairs and Communications will form a panel by the end of this year to examine the possibility of conducting the census through the Internet or collecting census forms through the mail.
The number of people who refused to complete a form increased substantially in the latest survey conducted early in October, and there were about 100 reported cases of people masquerading as authorized census form collectors.
