Group of Four wants U.N. vote July 20

Foreign ministers from Japan, Brazil, Germany and India agreed July 9 to seek a vote on their U.N. resolution on Security Council expansion around July 20, Foreign Minister Nobutaka Machimura said.

Machimura said after a meeting of the so-called Group of Four countries that the foreign ministers also agreed to continue efforts to reconcile their resolution on U.N. reform with one hammered out by the African Union.

The resolution the Group of Four submitted to the U.N. General Assembly on July 6 calls for expanding the number of Security Council members to 25 from the current 15 by adding six new permanent members and four nonpermanent members.

The proposal by the African Union aims to increase permanent members by six and nonpermanent members by five. The Group of Four proposes that veto rights for the new permanent members be frozen for 15 years, while the African Union insists on immediate veto rights.
