Upon graduation from Hokkaido University, Hachiro was hired by the Imakane Town Agricultural Cooperative and engaged in vegetable farming and animal breeding. As a politician, he has taken an enthusiastic interest in agricultural issues.
He entered the Lower House in 1990 and became parliamentary vice finance minister in 1996 in the coalition led by the late LDP Prime Minister Ryutaro Hashimoto as a member of the Social Democratic Party of Japan.
In the 2009 election, Hachiro pledged to reduce wasteful government spending and defeated his rivals by a large margin.
He became the DPJ's Diet Affairs Committee chairman last September and vice president in January.
His hobbies are reading and fishing.
