Mabuchi has served as senior vice transport minister under the administrations of Yukio Hatoyama and Naoto Kan since he was elected to his third term in 2009.
Originally an engineer by trade, Mabuchi has pushed for abolishing highway tolls.
The lawmaker made a name for himself in 2006 with his aggressive questioning during the building safety scandal triggered by architect Hidetsugu Aneha.
He won his first Lower House seat in 2003, several years after returning from United States, where he headed the local unit of a Japanese computer company.
Mabuchi graduated from the engineering faculty of Yokohama National University and worked at Mitsui Construction.
