Born in northeast China and a graduate of Keio University, Nakai was first elected as a member of the Democratic Socialist Party in 1976.
He served as justice minister for about 50 days in the short-lived Hata administration in 1994.
Nakai moved to Shinshinto before forming the Liberal Party with its leader, Ichiro Ozawa. He was the party's vice president. When the party merged with the DPJ he again assumed the role of vice president.
Known as a hardliner on the North Korea abductions issue, Nakai served as director of the party's abduction issue strategy headquarters.
He was also chairman of the DPJ's standing officers' council.
His father, Tokujiro, was also a Lower House member.
