Former governor Sato arrested Eisaku Sato was arrested Oct. 23 on suspicion of receiving payoffs from contractors in a public works project through a dubious land deal, prosecutors said. Sato, former governor of northern Fukushima Prefecture, and his younger brother, Yuji, acted in collusion over a scheme to receive payoffs, the Tokyo District Public Prosecutors' Office said in a statement.
