A senior lawmaker in the DPJ, the 49-year-old Nagatsuma made a name for himself by unearthing the pensions scandal, reporting 50 million records of public pension plans the government had lost.
A key member in the shadow Cabinet, he served as minister of state for pensions and deputy chief Cabinet secretary, as well as deputy chairman on the DPJ's Diet affairs committee. He was also a member of the parliamentary committee on health, labor and welfare.
Nagatsuma was first elected in 2000 after a couple of unsuccessful runs for the Diet. A law graduate of Keio University in Tokyo, he worked at NEC Corp. before becoming a reporter for the Nikkei Business magazine and in 1993 cowrote an article predicting the financial crisis.
