After overseeing finance, reconstruction and administrative reform and nuclear-related policies as senior vice minister in the Cabinet Office, Nakatsuka has been promoted to head the Financial Services Agency.

Nakatsuka started his political career in the now-disbanded Shinshinto (New Frontier Party) and moved to the DPJ in 2003. He has since been the party's vice secretary general and deputy policy chief.

Nakatsuka was born in Kyoto and graduated from Kyoto University's engineering department. As he had a keen interest in politics, he started working as a secretary for the late labor minister Hyosuke Niwa, a Liberal Democratic Party member. He also served as a secretary for another LDP lawmaker, Yukio Hoshino.

In his student days, he was lead singer in a band and took part in volunteer work.
