Jang killed herself at age 29 in her suburban Seoul home and left a note saying she had been forced to have sex with entertainment industry executives.
The Tokyo police apprehended Kim Jong-seoung, 39, on an immigration violation and quoted him as saying he had "committed a crime (in South Korea) and overstayed in Japan to avoid being arrested."
Kim, the former head of Jang's management agency, had permission to remain in Japan until June 2 and had no passport at the time of his arrest at a hotel in Minato Ward, the police said, quoting him as saying, "I threw my passport away."
