A graduate of Chuo University in Tokyo, Chiba became a lawyer and worked to protect the rights of the elderly and women.
She was first elected to the Upper House in 1986 with a recommendation from the Social Democratic Party of Japan. She held executive posts in the SDPJ and its successor, the SDP, but she eventually left the party to join the DPJ in 1997.
She is a member of a legislators’group supporting Amnesty International and has been working for the establishment of an equal relationship with the United States, coexistence with foreign national residents, and an independent organization in each prefecture to protect human rights.
Chiba has also been working to prevent violations of the human rights of foreign workers in Japan.
