A native of Miyazaki Prefecture, Fukushima graduated from the University of Tokyo with a law degree and joined the bar in 1987.
Before entering politics in 1998, Fukushima was wellknown as a vocal critic on human rights issues, including the rights of women and foreigners, and made frequent appearances on TV.
She was elected to the Upper House in 1998 via the SDP's proportional representation list after party leader Takako Doi recruited her.
She then became SDP secretary general in 2001 and party leader two years later, after Doi resigned.
She and her common-law partner have one daughter.
