A Lower House veteran, Nakai was first elected from the Democratic Socialist Party in 1976, and served as justice minister in the short-lived Hata administration in 1994.
After the dissolution of the DSP, he joined Shinshinto before moving on to the Liberal Party headed by Ichiro Ozawa, serving as vice president.
When the party merged with the DPJ he again assumed the role of vice president.
More recently, Nakai was chairman of the DPJ’s standing officers' council and was director of the party's abduction issue strategy headquarters.
In the Diet, he chaired the commerce and industry committee and the committee on the relocation of the National Diet and related organizations.
