Kan is best known for exposing the HIV-tainted blood products debacle during his time as health minister and getting the government to accept responsibility for it in 1996.
With his experience fighting bureaucrats, Kan is considered a good choice for the planned National Strategy Bureau, which will oversee policies and the budget.
A Tokyo Institute of Technology graduate, Kan lost in the 1976 and 1979 Lower House elections and the 1977 Upper House poll before entering the Lower House in 1980 as a member of now-defunct Socialist Democratic Federation.
Kan is a DPJ founder and was copresident in 1996.
