Kamei, a sixth-level black belt in aikido, first worked at a steel chemical company after graduating from the University of Tokyo, then joined the National Police Agency in 1962.
High-profile cases he took charge of included the Narita airport incident, in which protesters clashed with riot police in 1971, and the Red Army Asama-Sanso incident in February 1972 and the attack on the Tel Aviv airport in May 1972.
He was first elected to the Diet as an LDP member in 1979 and was minister of the old Transport and Construction ministries. Opposing the postal privatization drive led by Junichiro Koizumi, he left the LDP in 2005 and set up Kokumin Shinto (People's New Party).
Kamei also chairs a legislators' group promoting abolition of the death penalty.
